PROBLEM TO BE SOLVED: To readily prevent a step part due to the thickness of an internal electrode, etc., from occurring by forming a terminal electrode. SOLUTION: In the process of forming ceramic layers 1a, 1b, and so on, stacking them on the board face of a base plate 10 going down within the frame of an outer frame 11, and also, forming internal electrodes 2a, 2b, and so on, and through holes 3a, 3b, and so on, a conductive layer 4a whose end face is exposed outside from the ceramic layer 1a is made, and the terminal electrode is made by the face where this conductive layer 4a is exposed.
