PROBLEM TO BE SOLVED: To provide a coating roller which can make image quality stable by preventing a coating amount from decreasing as a liquid developer adheres. SOLUTION: In order to form a thin layer of the liquid developer on a developing roller 10 and develop a latent image on a photosensitive body 1 with the liquid developer forming the thin layer, an anilox roller 8 coats the developing roller 10 with the liquid developer held at an engraved part of the roller 8 while made to abut against the doctor blade 8 so that a specific amount of the liquid developer is held at the engraved part provided on the surface. Part or the whole of the engraved part is coated with amorphous fluororesin.
