PROBLEM TO BE SOLVED: To prevent a low-resistance substance based upon ozone and nitrogen oxide from being deposited on the surface layer of a photosensitive body by bringing a developer into contact with the photosensitive body and to prevent an abnormal image which decreases in resolution or gets out of focus and is characteristic of a high-wear-resistance photosensitive body from being formed. SOLUTION: The image forming device develops an electrostatic latent image with a two-component developer by using a developing device equipped with a developer carrier which has a fixed magnet body inside and rotates while carrying a developer on the surface and a developer amount restriction body which faces the magnet body to restrict the amount of the developer carried by the developer carrier and is made of a rigid magnetic material and a latent image carrier which has its top surface layer containing a filler and is characterized by that the ratio (Gp/Gd) of a development gap (Gp) and the gap (Gd) between the restriction body for restricting the height and amount of a magnetic brush and the developer carrier is 0.7 to 1.0 and the weight mean particle size of the developer carrier is 20 to 60 μm.
