PROBLEM TO BE SOLVED: To provide a memory access control system which enables independent management constitution of a partition being a divided memory region generated inside a device. SOLUTION: To access to a memory region divided into a plurality of partitions, the access control tickets of various kinds are issued under the management of each of devices or partition manager and processing based on rules described on each of tickets is carried out in the memory packaged device. A memory part has a partition region as a memory region to be managed by the partition manager and a device manager managing region to be managed by a device manager and an authentication corresponding to a partition and the authentication of a device object can be carried out according to any one designated system of public key or common key.
