PROBLEM TO BE SOLVED: To provide an optical access network capable of efficiently housing IP traffic represented by the Internet in which outgoing traffic is extremely large than incoming traffic and an optical subscriber line terminating device and a line card (giga bit Ethernet (registered trademark) card). SOLUTION: An optical subscriber line terminating device, a large capacity physical line for operating only data communication in an outgoing direction and a bi-directional physical line for carrying out bi-directional communication in incoming and outgoing directions and control communication for controlling the large capacity physical line are arranged between a center side device and a plurality of user side devices. The optical subscriber line terminating device is provided with a function for realizing the termination of the large capacity of physical line for operating only the data communication in the outgoing direction.
