PROBLEM TO BE SOLVED: To provide an abnormal condition detector capable of preventing erroneous determination taking a stationary condition of a monitoring object as its motion condition due to flashing of a degraded lighting lamp in a room. SOLUTION: This abnormal condition detector is provided with a lighting lamp flashing condition determining means and a determination operation preventing means. By means of the lighting lamp flashing condition determining means, it is determined whether the number of characteristic variable computing areas determined as motion including areas by means of a first motion determination means is larger than a lighting lamp flashing condition determining reference value, which is set to be a higher value than a motion condition/ stationary condition determining reference value. By means of the determination operation preventing means, the determination operation by means of a second motion determination means is prevented when it is determined that the number of characteristic variable computing areas determined as the motion including areas by the first motion determining means is larger than the lighting lamp flashing condition determining reference value. |
