SOLUTION: When a cell is inputted from an input port, the cell is stored in the empty area of a cell buffer by referring to the empty area, and the cell stored in the cell buffer is outputted to an output port by referring to the storage address of the cell, and the empty area of the cell buffer and the storage address of the cell are updated.
