The invention relates to a W/O emulsion or a double emulsion (that is an emulsion that consists of a mixture of a W/O emulsion and an O/W emulsion) that comprises 0.01-75 % polydimethylsiloxanes that have a polymerization degree of n = 20-400 and a kinematic viscosity of 20-1300 mm<2>/s, 0.01-15 % of a hydrophobic emulsifier with an HLB of 1 to 7 or 0.01-15 % of a mixture from hydrophobic and hydrophilic emulsifiers with an HLB of 1 to 14, 0.1-99 % of a biocompatible saline solution, and 0.01-10 % dimethylsulfoxide. The inventive emulsion is used to produce a medicament with a prolonged dwelling time in the body and is suitable, alone or in combination, as a medicament for treating SIRS, viral diseases such as hepatitis C and AIDS, ulcerative colitis, Crohn's disease, Parkinson's disease, Alzheimer's disease, MS, infectious hospitalism and/or infections with viral and/or bacterial origin, bronchial asthma, renal and urinary tract infections, migraine, rheumatoid arthritis, Sudeck's syndrome, acute and chronic inflammations, phlebitis and arteritis, acute and chronic fatigue states of exhaustion, tumors, muscular dystrophies, hemorrhoids, chronic ischemic heart disease, hypertony, aging, acute and chronic pains, spasticity, polyneuropathies, prostatic neoplasia, hair loss, impotence, neurodermatitis, cervicobrachial syndrome, and tissue traumata.
