The water is first heated under pressure as a liquid phase to above the normal boiling point in the heat exchanger of the catalytic burner and/or heating boiler and then injected into a further heat exchanger integrated into the gas generation system. The system has a fuel cell preceded by a gas generation system for producing a hydrogen-rich synthetic gas from a hydrocarbon with the addition of air and water and a following catalytic burner and/or heating boiler for re-combustion of the fuel cell waste gas with heat output via a heat exchanger to a heating or cooling circuit. The water is first heated under pressure as a liquid phase to a temperature above the normal boiling point in the heat exchanger (3) of the catalytic burner (1) and/or heating boiler and then injected into a further heat exchanger (7) integrated into the gas generation system (2).
