PROBLEM TO BE SOLVED: To provide an exhaust purifying catalyst having the function of eliminating both of hydrocarbon and nitrogen oxides. SOLUTION: A catalyst layer (22) of the exhaust purifying catalyst (20) consists of a lower layer (23) in which noble metal such as platinum, rhodium and palladium and zeolite having excellent capacity to adsorb hydrocarbon are incorporated and an upper layer (24) in which noble metal and alkali metal or alkaline-earth metal having excellent capacity to adsorb nitrogen oxides are incorporated.
