PROBLEM TO BE SOLVED: To keep the moisture content of an alkaline fly ash within a specified range and thereby carbonate the fly ash very efficiently. SOLUTION: A spedified amount of the alkaline fly ash is introduced into a reaction device 4 and, after injecting water and stirring the fly ash and water, an exhaust gas is introduced into the reaction device 4 so as to achieve the carbonation of the fly ash. Next, the properties of the gas introduced into the reaction device 4 and the gas discharged from the reaction device 4 are measured respectively using measuring units 3 and 6, and the moisture content of the alkaline fly ash is calculated based on the measurement results. When the calculated value of the moisture content falls below a set range, a specified amount of water is supplied into the reaction device 4. After carbonating the fly ash, a heavy metal fixing agent is added into the reaction device 4, and later, water is injected into the device 4 to granulate the fly ash. Finally, the fly ash is discharged to the outside of the device 4.
