PROBLEM TO BE SOLVED: To provide a disposable toilet seat cover for preventing contamination of a toilet and splashes, while eliminating the need to wash the cover of a flush toilet as the cover is easily contaminated. SOLUTION: This disposable toilet seat cover 1 made of water-soluble paper is attached to a seat of a flush toilet. A water-soluble small bag 4 containing a detergent or the like in water-soluble bags 2 and 3 connected to the underside of the toilet seat cover and having a deodorant and aromatic detergent attached thereto is used to prevent the toilet from being contaminated. The use of the water-soluble paper prevents a user from feeling cold when seated on the toilet seat, and also prevents dirt from making direct contact with the toilet to prevent the dirt from clinging to the toilet. The toilet is washed with the deodorant and aromatic detergent.
