PROBLEM TO BE SOLVED: To use a fly ash which is scattered from an incinerator and a principal as which remains at the bottom of the incinerator, both being an incinerator ash and a raw material for a porcelain and thereby achieve and effective decrease in the amount of a waste incineration ash. SOLUTION: A mixture of the fly ash and the principal ash generated by incinerating refuse is thermally treated at a temperature which causes the flying or stabilization of at least a water-soluble alkaline metal, a chloride and a sulfide contained in the mixture to obtain a raw material. This raw material is hardened into an optional shape and baked into a porcelain product 1.
