PROBLEM TO BE SOLVED: To provide a generating device for an identifying device which can easily obtain the identifying device. An information writing means 61d writes the generated 1st information to a user portable device 10a that a user carries and also writes the 2nd information to a user device 20a provided to user equipment 40a that the user uses.
