PROBLEM TO BE SOLVED: To reduce waiting time for the designation of priority and the permission of access to a bus and to set arbitrary priority to respective devices. SOLUTION: A bus arbitrating system is provided with a bus arbiter 12 which is directly connected to the respective devices DSP0, 1, 2 and 3 without making them pass through a common bus (local bus) and which gives access permission to one of the devices requesting access to the bus based on priority which is set to the respective devices DSP0, 1, 2 and 3, and further provided with a means (DSP0) which is directly connected to the bus arbiter 12 without making it pass through the common bus and which designates the priority of the respective devices DSP0, 1, 2 and 3.
