SOLUTION: In this management system of the program stored by being compressed or non-compressed in a rewritable nonvolatile memory, rewrite of each of a plurality of programs stored in the memory is performed such as to rewrite it by compressing it when the use frequency is high even in the case of a non-compressed program and to rewrite it as it is when the use frequency is low even in the case of a compressed program is performed according to use conditions such as the preset use frequency and execution processing time of the program.
