PROBLEM TO BE SOLVED: To provide a fee-charging information distributing service in a registration system, having a mechanism allowing new registration of latent users to be reasonably and effectively promoted by separately preparing sample information. SOLUTION: This fee-charging information distributing server device is provided with two types of databases, and access history management database 211 for recording and accumulating the access histories of accessing users together with available user identification information, and a registered member database 231 for recording and managing registered users. Requested fee- changing content data are provided to the registered users as it is and requested fee-charging content data or content data for promoting new registration are provided to non-registered users on predetermined conditions.
