PROBLEM TO BE SOLVED: To relieve burden on a manual shift work by automatizing a work for a shift from a GUI application to a Web application. SOLUTION: A Web screen description obtaining means 1 obtains a Web screen description which is generated by correlating an independently defined custom tag with the description of definition of screen parts to be displayed on a GUI screen by screen parts unit and which expresses the screen corresponding to the GUI screen. A Web page description statement generating means 2 develops the custom tag described in the Web screen description into a description using a general purpose tag for describing a Web page, and generates a Web page description statement which expresses the Web page corresponding to the GUI screen. A shift worker performs a work for correlating the custom tag with the description of the definition in the screen parts to be displayed on the GUI screen by screen parts unit. Then the Web page description sentence generating means 2 develops the custom tag into the description using the general purpose tag and generates the Web page description statement.
