PROBLEM TO BE SOLVED: To provide a moving-object detecting method, a moving-object detecting device, and a moving-object detecting program detecting a moving body, such as an intruder or a traveling vehicle by inputting image signal from a camera or the like taking videos the inside of a managed site or a road or the like for monitoring purpose and performing image process of taken pictures, and capable of stable moving object detection, without being affected by changes in sunshine and shade. SOLUTION: A correlation calculating means 21 calculates the correlation value between the image signal inputted from an input device 1 and a background image stored in a background image storage part 33 and stores the same in a correlation image storage part 31. An offset calculating means 22 calculates the quantity of offset of the input signal affected by changes in sunshine and shade from the background image, and performs offset correction of the input image and stores the same in an offset input image storage part 32. Calculation of the offset quantity is selectively performed for parts of high correlation, according to a calculation result stored in the correlation image storage part 31. |
