<p>PROBLEM TO BE SOLVED: To provide a new coding and decoding technology that makes a compression rate of a moving image compatible with the image quality and has been an eternal task. SOLUTION: An image input section 12 acquires a key frame and a scene change detection section 20 detects it when a scene change exists between adjacent key frames, and informs a matching processor 14 about it. The matching processor 14 skips production corresponding information at that time. When no scene change takes place, a stream generating section 16 takes into account the key frame and the corresponding information, when any scene change takes place, the section 16 adopts the key frame and corresponding inhibit data to generate a coded data stream.</p> |
