PROBLEM TO BE SOLVED: To enable a semiconductor integrated circuit to normally start power supply turning-on operation, even if the external power supply voltage of the circuit is low. SOLUTION: When the external power supply potential of the semiconductor integrated circuit is low, the reference potential of the circuit is corrected to a prescribed potential, so that a boosting potential VPP set at a fixed multiple of the reference potential does not exceed the maximum capacity of a boosting potential generating circuit.
