PROBLEM TO BE SOLVED: To prevent a phone from being used without permission by an impersonating 'prankster'. SOLUTION: A terminal transmits a present communication time to a terminal network controller at start. The terminal network controller transmits a key to generate a one-time ID from a possessed communication time. The terminal generates a one-time ID on the basis of the possessed common communication time according to the key and transmits it to the terminal network controller. The terminal network controller receiving it confirms whether or not the one-time ID is coincident. When coincident, a link with the terminal is established and communication is conducted.
