PROBLEM TO BE SOLVED: To solve a problem of difficulty encountered in edit when a compressed signal subjected to MPEG compression is recorded on a recording medium in the unit of tracks or sectors. SOLUTION: A video signal encoder 2 for usual reproduction applies compressed coding to an incoming video signal in the unit of N frames and conducts code quantity control by each of n-frames (n is a natural number multiple of N) to record n-frames of the video signal on m-tracks on the recording medium. In this case, since special reproduction data are placed on each track so as to be completed by m tracks, edit in the unit of m tracks can be attained.
