PROBLEM TO BE SOLVED: To provide a septum electromagnet for beam deflection and separation of completely new composition and an electromagnet for beam deflection and separation, and further to provide a beam deflecting method using them. SOLUTION: The septum electromagnet 20 is arranged in a central part, a 1st auxiliary electromagnet 30 is arranged in the front in the beam advance direction, and a 2nd auxiliary electromagnet 40 is arranged backward in the beam advance direction. In a 1st deflection magnetic pole gap 17 of the septum electromagnet 20, a magnetic field B1 directing upward perpendicularly to this paper plane is generated, and in a 2nd deflection magnetic pole gap 19 of the septum electromagnet 20, a magnetic field B2 directing downward perpendicularly to the paper plane is generated. And, by the magnetic fields B1 and B2, a beam on an extraction orbit and a beam on a revolution orbit are made to deflect with only an angle ofθ/2 mutually in a reverse direction. Moreover, the deflection of the beam on the revolution orbit is negated by the perpendicularly upward magnetic field B3 in the 1st auxiliary electromagnet 30, and the perpendicularly upward magnetic field B4 in the 2nd auxiliary electromagnet 40.
