PROBLEM TO BE SOLVED: To reduce a long break of media data signals caused by the underflowing or overflowing buffer in a real time communication. SOLUTION: A monitor 35a periodically monitors the condition of a buffer 34. If the number of coded data in the buffer 34 tends to increase over a standard number of stored data successively for a specified number of times, it regards the buffer overflowing and instructs a coder 35 to skip by at least one step coded data to be read from the buffer 35 this time and processed. If the number of coded data in the buffer 34 tends to decrease below the standard number of stored data successively a specified number of times, it regards the buffer underflowing and instructs a processor 35 to interrupt the operation for at least one cycle in a reproducing period.
