PROBLEM TO BE SOLVED: To generate theθvibration of low frequency necessary for construction of memory out of the general high-frequency vibration in the cerebral nervous system. SOLUTION: A cell element group is formed of a plurality of cell elements 20. The cell elements 20 are mutually connected via an inhibitory signal transmission part 10. The output of the cell element 20 is supplied to an additional cell element 40 via the inhibitory signal transmission part 10. Even if the cell element 20 attempts to ignite at a high frequency by an external signal, it would only ignite at a substantially low frequency due to the feedback from the inhibitory signal transmission part 10. Further more, the output signal from the cell element 20 is supplied to the additional cell element 40 through the inhibitory signal transmission part 10 to generate a vibration of low frequency having a well-regulated shape.
