PROBLEM TO BE SOLVED: To provide a semiconductor integrated circuit device, whose power consumption can be made lower than that of a conventional one and operational service life can be prolonged, when it is used as portable equipments, such as a portable information terminal or a portable telephone and which is capable of fully satisfying the requirement of a market for a more reduction in power consumption. SOLUTION: When signals '1' or '0' from the output terminal 2c of a D-type flip flop 2 as input signals to the clock input terminals 2b of the D-type flip-flop 2 are equal to signals '1' or '0' from the output terminal 1a of a combinational circuit 1, '0' is inputted into the clock input terminal 2b of the D-type flip-flop 2, always independently of the clock '1' and '0' from a clock input terminal 5, so as to put the D-type flip-flop 2 in a non-operable state. When signals '1' or '0' from the output terminal 2c of the D-type flip flop 2 are different from signals '1' or '0' from the output terminal 1a of a combinational circuit 1, the clock '1' and '0' from the clock input terminal 5 is inputted into the clock input terminal 2b of the D-type flip-flop 2, to put it in an operating state.
