A device (26) for use in mobilizing a medicament into the dentinal wall (14) of a tooth (10) comprises a pair of electrodes (32, 34) connected to a power source (28). One of the electrodes (32) is designed to be placed within the root canal space (20) of the tooth (10) and the other electrode (34) is designed to be placed outside of the tooth (10) and attached to the oral mucosa in proximity of the tooth so as to generate an electric field therebetween capable of mobilizing a charged substance to the predetermined target area of the tooth (10). The charged substance comprises an anti-septic agent embedded within a porous, pliable material so that when placed within the electric field, the anti-septic releases out of the porous material.
