PURPOSE: A system for issuing and distributing a compound electronic cash and exchange ticket is provided to prevent the leakage and fraudulent use of the personal information and credit card number of a user and the information of a company. CONSTITUTION: An electronic cash and exchange ticket issuer prints the identification number, a secret number, and a limit on an exchange ticket at the initial stage of issuing. To keep the printed secret number in secret, the area of the secret number is coated particularly. The issued electronic cash and exchange ticket is registered on the Internet by an issuing organization. Thereafter, the issued electronic cash and exchange tickets are distributed to stores and are sold to users directly. When the electronic cash and exchange ticket is used on-line, the information of a user is not needed. When the electronic cash and exchange ticket is used off-line, the identification number and the secret number on the ticket are inputted to the computer of a store.
