PROBLEM TO BE SOLVED: To provide a method for forming a glare shielding layer forming unevennesses ideal for glare shielding properties on a hard coat layer and a method for treating a substrate surface, to obtain an optical film having the glare shielding layer and to provide an image display device using the optical film. SOLUTION: This method for forming the glare shielding layer is characterized by arranging a substrate between opposite electrodes, applying a high-frequency voltage at >=100 and <150 Hz frequency across the electrodes, generating a discharge plasma and carrying out the glare shielding processing of the substrate surface.
