PROBLEM TO BE SOLVED: To provide a full roller type two-way clutch that excels in torque transmission capacity and allows compact design, and a seat lifter using the same. SOLUTION: The two-way clutch 1 has rollers 9 assembled in a full roller state between an inner ring 4 and an outer ring 5. One clutch switching roller 9a is extended axially, and the extension is coupled by a spring 12 to a lever stopper 2a as a fixed member. When a lever 6 coupled to the outer ring 5 is turned to move each roller 9 circumferentially, the clutch switching roller 9a is pulled back by the spring 12 to engage each roller 9 selectively with either of an opposite pair of cam faces 5a and 5b and to switch a clutch direction. This can dispense with a retainer to improve torque transmission capacity and ensure compact design.
