SOLUTION: A stock is produced by the mixing and sintering of metal powder and oxide powder, and is repeatedly subjected to cold rolling for three or more times and softening into a required tubular shape. At this time, the working degree of the cold rolling is controlled to >=30%, the softening heat treatment in the process of the rolling is performed at <1,100 deg.C, and the final annealing heat treatment is performed at >=1,100 deg.C. In this case, as a preferable composition, 11 to 15% Cr and, further, Ti, Mo, W, or the like, are contained, and the content of Y2 O3 as the oxide to be dispersed is 0.15 to 0.35%.
