PROBLEM TO BE SOLVED: To accurately find a signal source position by estimating movement of a signal source together with the signal source position, even when the signal source moves by increase of the number of antennas or the frequency of observations. SOLUTION: This device is provided with plural Doppler frequency difference measuring means 11 for finding a Doppler frequency difference between received signals using as input signals the received signals of the two antennas in combination comprising the two antennas selected from the plural antennas 10, plural signal arrival time difference measuring means 12 for finding an arrival time difference between the received signals using as input signals the received signals of the two antennas in the combination, and a position.movement estimating means A23-1 for estimating the position and the movement of the signal source using as input signals the Doppler frequency difference and the arrival time difference.
