PROBLEM TO BE SOLVED: To facilitate monitoring of a vehicle to correspond to the occurrence of a problem quickly. SOLUTION: A normal vehicle user of a vehicle 11 having a communication function inputs individual distinguishing information of a vehicle owner and a one time pass-word obtained from a one time pass-word medium when starting the vehicle 11. The one time pass-word medium has a function for generating a new pass-word as time elapses and rewriting distinguishing information. A communication base station 13 receives vehicle distinguishing information transmitted from the vehicle 11, the individual distinguishing information of the vehicle owner, and the one time pass-word and checks them with distinguishing information owned by the base station to monitor the vehicle 11. When checking the distinguishing information at the communication base station 13, position information of the vehicle obtained by GPS is added for monitoring. |
