PROBLEM TO BE SOLVED: To obtain a method for forming a concrete layer in which the concrete layer can be installed at a low cost in a short period while not only a block shape as a fixed form but also a complicated block shape can be finished almost flat and the external appearance can be beautified and obtain the concrete layer. SOLUTION: The method for forming the concrete layer is composed of a concrete-layer body forming process in which a concrete layer body is formed by using mortar and concrete, a cover-sheet mounting process in which a cover sheet formed in the shape of a joint section generated when a block is installed on the surface of the concrete layer body after the concrete-layer body forming process is fixed detachably, a coloring-material fixing process in which a coloring material such as paints, colored mortar, a pigment material or the like is applied, scattered and fixed after the cover-sheet mounting process, and a cover-sheet removing process in which the cover sheet is removed after the coloring-material fixing process.
