PROBLEM TO BE SOLVED: To provide a primer composition having excellent adhesion to a porous base material such as a concrete, a mortar or a polyvinyl chloride(PVC) coated steel plate and having excellent storing stability. SOLUTION: This primer composition is characterized by comprising (A) 2-80 wt.% of a compound which is a reactional product of an aminosilane and two kinds of epoxysilanes having different hydrolysis rates and has a hydrolyzable silyl group, (B) 0.1-10 wt.% of an organotitanium compound and/or a condensate thereof, (C) 2-30 wt.% of a film forming resin and (D) >=5 wt.% of a volatile solvent.
