PROBLEM TO BE SOLVED: To precisely judge the warming state of an internal combustion engine and also improve the startability of the internal combustion engine. SOLUTION: The cooling water circulated in the internal combustion engine 1 is stored in a heat accumulator 5 as heat storage water, and the heat storage water is circulated to the internal combustion engine 1 at the time of starting to early warm up the engine. Three-way valves 7a and 7b are provided in cooling water passages 2a and 2b, and the passing route of the cooling water is switched by the three-way valves 7a and 7b. Information for various sensors such as a cooling water temperature sensor 11, a heat storage water temperature sensor 12, and the like is read in an ECU 10. The ECU 10 reads the detected value of cooling water temperature and the detected value of heat storage water temperature before the circulation of the heat storage water at the start of the engine 1. The ECU 10 determines the drop portion of the heat storage water temperature after the circulation of heat storage water by use of the read detected value of cooling water temperature and detected value of heat storage water temperature, and estimates the engine temperature on the basis of the temperature drop portion. Further, it increasingly corrects the fuel injection quantity to the engine 1 on the basis of the engine temperature.
