PURPOSE: A fish reef frame also served as a breakwater is provided to be utilized as equipment for protecting fishermen or increasing a fish catch with a low cost. CONSTITUTION: Both ends of a large pipe(1) containing a floating member(2) are sealed with caps(3), a pair of transverse bores(6) are drilled through the both cap sealed portion, and plural anchor cables(7) penetrates the large pip up and down. An axial bore(4) is formed on the top of the large pipe to which a sign rod(5) is fitted so as to construct a floating body. A plurality of waste tires(8) are vertically and horizontally arranged under the pipe with vertical lines(9) and horizontal lines(11) penetrating the waste tires. The pipe and the waste tires are assembled to form the fish reef frame served as a breakwater.
