PROBLEM TO BE SOLVED: To produce a high tensile strength thick steel plate of 590 to <780 MPa which has improved uniform elongation while suppressing the reduction of its weldability. SOLUTION: The high tensile strength thick steel plate consists of steel containing, by mass, 0.010 to 0.06% C, 1.0 to 3.0% Mn, 0.1 to 2.0% Cr, <=1.5% (inclusive of 0%) Mo, 0.2 to 1.5% Al and <=2.0% (inclusive of 0%) Si. The content of retainedγtherein is at least 1.0 vol.%. The steel plate also has tensile strength of 590 to <780 MPa.
