PROBLEM TO BE SOLVED: To provide a powder coating composition curable at a low temperature, having excellent storage stability and giving a coating film having good physical properties such as adhesivity, impact resistance and low tackiness, and provide a method for producing the powder coating composition. SOLUTION: The powder coating composition is composed of the 1st particles containing an epoxy resin, a curing agent and a curing catalyst and the 2nd particles containing a curing agent and a curing catalyst. The volume average particle diameters of the 1st particle and the 2nd particle are >=5μm and <25μm each, 0 to 80 wt.% of the curing agent in the powder coating composition is present in the 1st particle and 0 to 70 wt.% of the total curing catalyst in the powder coating composition is present in the 1st particle.
