PROBLEM TO BE SOLVED: To provide a toner fixing roll for a toner fixing device, that can shorten warm-up time. SOLUTION: The toner fixing roll 10 is obtained by forming an insulating layer 17 of glass ceramic having the thickness of 50 to 150μm on the inner peripheral surface of a pipe 11 by a migration electrodeposition process, and arranging a heater 16 constituted of a heat resistance body on the insulating layer 17.
