PROBLEM TO BE SOLVED: To perform focused exposure processing in which the moving speed precision of a surface plate is improved at low cost by removing a sucking function for holding the printing plate at the surface plate and a printing plate is surely brought into close contact with the surface plate, that is, the image forming point of exposing light is kept on the surface of a printing plate. SOLUTION: Just before a scanning position, a photopolymer plate 102 is pressurized toward the board 110 by gravity, etc., of a roller 270. With the plate 102 in close contact with the board 110 by this pressurizing, the surface of the plate 102 is scanned. By eliminating lifting of the plate 102 by the roller 270, the plate 102 can be held at the image-forming position of light beams to be in focus constantly.
