PROBLEM TO BE SOLVED: To provide a reinforcing bar and a reinforcing method of an opening part having the shearing reinforcing action of the opening part of a beam, and usable instead of a conventional ring-shaped reinforcing bar. SOLUTION: This reinforcing bar 11 reinforces the opening part of a reinforcement or a steel encased reinforced concrete beam, and has a base part 13, and two leg parts 15, and forms an almost U shape in the whole shape, and has a slipping-out preventive action part 17 on the end of the leg parts. The leg parts 15 are obliquely inserted into a reinforcement assembly from the upper side and the lower side of the reinforcement assembly so that a base part 13 is orthogonal to a main reinforcement 21, and restricts the main reinforcement between the two leg parts 15. Bars are arranged so that upper and lower respective reinforcing bars 11 surround the opening part 61, and the leg parts 15 of the upper and lower reinforcing bars 11 mutually cross on the left and right sides of the opening part 61.
