PROBLEM TO BE SOLVED: To provide a production apparatus of treated water which has a simple structure, is inexpensive and can yield water having small molecule groups and improves fuel consumption by cutting the bonds between the carbons of a liquid fuel. SOLUTION: This apparatus is provided with a joint part which has an inlet of water or liquid fuel, a screw guide which holds a permanent magnet in the inside and has multiple spiral waterways, and a casing which holds the screw guide. The screw guide part consists of ceramics prepared by using an ionizable special ore material where a number of elements coexist.
