PROBLEM TO BE SOLVED: To provide a water-absorbing material which is light in weight and small in volume when carried but absorbs water for use to function for the weight, volume and shape follow-up property and can be repeatedly used by drying, has shape stability, removes unnecessary water, and functions as a water absorbing body or as a sandbag, and to provide a water-absorbing material having high water absorbing property than conventional ones, and to contribute to global environment by manufacturing products with high added value using polymer waste material such as resin or inorganic solid waste material such as metal and ceramics which cause problems of processing as a waste material. SOLUTION: The water absorbing material contains a modified polymer compound and a supporting body in a water-permeable bag body. The modified polymer compound is prepared by introducing acidic groups into a polymer compound preferably obtained from a waste material and containing (a) acrylonitrile and (b) at least one kind of styrene and/or conjugated diene.
