PROBLEM TO BE SOLVED: To prevent generation of reel mark by meeting a tip part of a traveling metal strip with a stepped part of a sleeve in rotation with high accuracy. SOLUTION: The distance R1 in the circumferential direction from the waiting position T1 of the stepped part of the sleeve 5 to the winding start position M1 is obtained (a2), the distance L1 in which the tip part of the metal strip 3 travels while the stepped part 6 of the sleeve is rotated for the obtained distance R1 in the circumferential direction is obtained (a3), a winding reel 4 is started when the distance Lt in the traveling direction from the tip part of the traveling metal strip 3 to the winding start position M1 is met with the obtained traveling distance L1 (a7-a9), and the rotational speed of the winding reel 4 is controlled so that the ratio (Rt/Lt) of the distance Rt in the circumferential direction from the stepped part 6 of the sleeve 5 to the winding start position M1 to the distance Lt in the traveling direction is equal to the ratio (Vr/Vd) of the preset peripheral velocity Vr of the sleeve 5 to the preset traveling speed Vd of the metal strip 3 (a10-a15).
