PROBLEM TO BE SOLVED: To provide a surface-covered cemented carbide cutter exhibiting an excellent chipping resistance in high-speed heavy cutting operation. SOLUTION: In this surface-covered cemented carbide cutter, a hard cover layer of 0.8 to 15μm in average layer thickness having the structure of aluminum nitride phase dispersedly distributed at the ratio of 5 to 40 area % by a surface analysis by an Auger spectral analyzer is physically deposited on the material formed of a composite nitride of Ti and Al having a composition formula: (Ti1- XAlX) N (where X shows 0.45 to 0.75 in atomic ratio) of a tungsten carbide-based cemented carbide base body or a titanium carbonitride-based thermet-based body.
