PROBLEM TO BE SOLVED: To provide a surface-coated cemented carbide cutter having a hard coat layer exhibiting an excellent wear resistance in high-speed cutting operation. SOLUTION: In this surface-coated cemented carbide cutter, the hard coat layer comprising the composite nitride of Ti and Al having a composition formula: (Til- XAlX)N (where X shows 0.45 to 0.75 in atomic ratio) is physically deposited on the surface of a tool base body formed of a tungsten carbide-based cemented carbide or a titanium carbonitride-based cermet in an average layer thickness of 0.5 to 8μm. An aluminum oxide layer having an average layer thickness of 0.5 to 10μm is deposited as a heat shut-off layer between the surface of the tool base body and the hard coat layer. Also, a titanium nitride layer as a tool base body side adhesive layer having an average layer thickness of 0.1 to 3μm and a titanium carbonate layer and/or titanium carbonitroxide layer having an average layer thickness of 0.1 to 3μm as heat shut-off layer side adhesive layers are deposited between the surface of the tool base body and the heat shut-off layer.
