PURPOSE: An electrolytic cell is provided to increase production efficiency of a mixed gas of hydrogen and oxygen on the surface of electrode plates by forcibly circulating electrolyte contained in the electrolytic cell. CONSTITUTION: In an apparatus for generating a mixed gas of hydrogen and oxygen in which the mixed gas of hydrogen and oxygen is generated by electrolyzing an electrolyte, the electrolytic cell comprises an upright cylindrical case(11) the lower part of which is closed, and on the outer circumferential surface of the upper part of which a flange(11a) is formed; an electrode rod(12) one end of which is dielectrically sealed and fixed to the center of a stopper(14) that is dielectrically sealed and fixed to the flange of the case, and the other end of which is spaced apart from the lower part of the case in a certain distance; a plurality of upright cylindrical electrode plates(13) which are vertically inserted into a spider(15) so that the electrode plates are installed in an equal distance in a radius direction around the electrode rod, and which are spaced apart from upper and lower parts of the case in a certain distance; an electrolyte outflow hole(16) formed on the lower surface of the case under the lower part of the electrode plates; an electrolyte inflow hole(17) formed on the side surface of the case above the upper part of the electrode plates; and a gas outflow hole(18) formed on the side surface of the upper part of the case.
