A digital modulator (101) digitally modulates transmission data. A modulated signal judging unit (102) judges whether or not a peak power arises from the transition of the signal point of the modulated signal. A control signal generator (103) outputs a shifted phase control signal in case of judging that the peak power arises, or outputs a non-shifted phase control signal in case of judging that no peak power arises. A phase controller (104) changes the phase of the modulated signal by using the control signal output by the control signal generator (103). A filter (105) restricts the zone of the modulated signal output by the phase controller (104). An orthogonal modulator (106) modulates the modulated signal output by the filter (105).
